BJBC Evaluation Follow-up in NC

High turnover of paraprofessional direct care workers (DCWs), who serve as the foundation of the formal long-term care system, affect both the quantity and quality of services provided. Many advocate changing the culture of long-term care provider organizations as essential for improving DCWs’ jobs and reducing turnover. Doing so, however, requires implementing changes in management practices through specific interventions. Better Jobs Better Care (BJBC) was a major initiative aimed at creating policy and practice changes designed to improve recruitment and retention of DCWs. Management practice interventions were undertaken by 132 nursing facilities, assisted living facilities, home care agencies, and adult day services providers in five states. The purpose of this project is to evaluate the BJBC Demonstration, The evaluation is designed to achieve two goals: (1) document, analyze, and provide feedback on the implementation of coalition activities in the five states participating in the BJBC Project; and (2) assess the impacts of policy and practice changes on the DCW labor market, quality of jobs, worker empowerment, and job turnover and retention.
